Q: Tell us about your company and the work you do.

Q: How has your company grown or evolved over time?

A: PCL began as a humble operation in 1906 when workers in collared shirts and coveralls wielded hand tools and guided horse-drawn machinery on the first dusty construction sites. We could have never imagined that small-town builder growing into what it has become today — one of the largest and most respected construction companies. Driven by a culture of ownership, we draw upon our vast experience and rich history to leave a legacy for our clients, partners and employees.

Q: When did you become a member of the North Dakota Safety Council?

A: 1/22/26

Q: What motivated you to join?

A: PCL recently began work on a multi-year project in North Dakota in 2026. PCL strives to be a leader in safety as an employer and aims to be a good steward of North Dakotan resources. PCL chose to partner with the North Dakota Safety Council to ensure that we had access to the best regional resources, facilities, programs, and information available.

Q: What role does safety play in your organization?

A: Safety is one of our guiding principles. We promote and foster a culture where people truly care about one another, and where everyone shares in our goal of zero incidents.

Health, safety and environment focuses on uncompromised safety core values, personal commitment and a passionate belief in achieving zero injuries. We look to achieve this through frontline leadership, positive recognition, safe work behaviors, accountability at all levels and reducing exposure.

We maintain best in class industry safety with an average of more than 50 million hours worked annually and an overall total recordable incident rate and overall lost-time frequency rate, among the industry’s lowest.

Q: How do you engage employees in safety practices?

A: The strength of PCL’s safety culture is that it seeks continuous improvement, encourages honesty and transparency, and always puts the safety of employees first.

PCL is 100% employee-owned, and this culture of ownership drives a mindset that makes employees more accountable and committed to the company, clients, partners and projects. It provides a shared purpose and vision that seeps into all aspects of the company’s culture – particularly safety. Protecting the health and safety of everyone on the job site or in the office is an instilled value throughout PCL and an integral part of the culture.

PCL also works toward its goal of zero incidents through its rigorous Bob Tarr HSE audits. These audits — named in honor of PCL’s former CEO, whose strong interest in construction safety was pivotal in strengthening PCL’s safety culture — monitor the effectiveness of each PCL location’s safety management systems by giving snapshots of their safety performance and making recommendations for improvement. This process also rewards the locations for their safety achievements. The Bob Tarr Safety Award, introduced in 1992, is presented each November to the PCL operations team that earns the highest combined score, based on criteria established by the executive review committee.

This prestigious award is symbolic of safety and environmental excellence within PCL and serves as a powerful reminder of the collective effort and dedication that defines the safety culture.

Q: What advice would you give other organizations about workplace safety?

A: PCL knows that improvement is critical and strives to ensure a culture of learning in all aspects. As the ways we work change and advance, so too should our safety practices. We encourage every company to make safety a core working principle, and endeavor to ensure every employee returns home safe at the end of the day. Empower your employees to see something, say something, and advocate for everyone’s safety on the worksite.
