Scott Larson
Safety Consultant
Scott Larson earned a bachelor's degree in computer science from Coleman University along with a master's degree in business administration from the University of Phoenix. He is a licensed journeyman electrician with 15 years of experience in the construction industry. He was formerly a safety manager for an electrical contractor where he oversaw safety on a large refinery contract and also has experience in the oil field and equipment operation. Larson has an additional 15 years of experience in the medical industry, including time as an occupational safety and health nurse and volunteer EMT.

Robin Martin

Martin earned her associate degree in business from Bismarck State College and spent more than four years in the United States Army. During her 36 year career in the utilities industry, she refined her teaching style while serving as the on-staff.

Don Moseman
Master Instructor

Don Moseman served in the United States Air Force for seven years as an Electronic Nuclear Weapon Specialist. He obtained the highest security clearance in the Air Force at that time, which was for Critical Nuclear Weapon Design Information.
After earning a bachelor’s degree in criminal justice, Don separated from the Air Force and served as a state trooper for nearly 20 years, with 10 years specializing in driver education and safety programs. During his time as a trooper Don had many duties, including hand-to-hand combat instruction and participating in the federal anti-school violence program. In 2003, he was recognized as the Law Enforcement Education Officer of the Year by the Bureau of Alcohol Tobacco and Firearms for his work in combating school violence. In 2007, Don joined the National Safety Council as their Director of Government Programs.
In total, Don has taught more than 1,000 law enforcement courses and instructed over 30,000 people. He has studied 100+ school and workplace shootings and has responded to three active shooter events. He has also instructed nearly 200 Active Shooter and Violence Prevention courses in 17 states, and is a workplace and house of worship approved instructor by the U.S. Department of Homeland Security.

Jay Skarphol
Safety Consultant

Jay Skarphol is a former Senior Environmental Health and Safety Specialist with a wide range of experience in general industry, construction, and oil and gas safety. In his former positions responsibilities included: safety management system reviews including; incident investigations; safety training; and on-site inspections, audits, and evaluations. With an associate’s degree from the University of North Dakota - Williston Center, Jay also has a background in HAZWOPER, Level 5 Hazardous Materials Incident Command and was a TapRooT Advanced Investigations Team Leader.

John Woutat 
First Aid Manager


John is a former EMS Training Program Coordinator and has more than 20 years of experience in training and emergency response. He was an EMS responder and flight paramedic for 18 years, a 9-1-1 dispatcher/educator/trainer for 8 years, and also served as a certified firefighter. John has an extensive training background, providing training for EMS responders, 911 communications staff, and the general public on topics such as CPR, first aid, ACLS, and AMLS. All of these experiences have gained him extensive knowledge in emergency response planning, scene management, emergency medicine, cardiac care, and trauma management.

Aglae has a Bachelor of Science in Computer Systems for Management from the Instituto Tecnológico y de Estudios Superiores de Monterrey in Monterray, Mexico and a Master's degree in Education from Grand Canyon University in Phoenix, Arizona. She has more than 20 years' experience as a trainer in multiple areas. She has been a volunteer EMT with the New Salem Ambulance Service for more than 13 years and has been a Spanish interpreter for the ND Court System since 2009.
